Study Berachot 4:7 — “Tefilat Musaf”, ḥéver go and the individual obligation
1) Text and context
The mishnah lays down three positions in respect of Tefilat Musaf (the prayer of additional Shabbat, Yamim Tovim and Rosh Jodesh):
- Rabbi Elazar ben Azarya (REbA): “The prayer of additional recites only in a city where there are ḥéver go (congregation/‘quorum-local’).”
- Jajamim (the Wise): “You can recite Mussaf with or without ḥéver go.”
- Rabbi Yehuda in the name of REbA: “In any place where there are ḥéver go, the an individual is exempt to recite Mussaf (because it complies with the prayer/community leader).”

2) What is ḥéver go and why it matters
The term ḥéver go alludes to the local congregation praying with minyan (10 men adult jews) and a shelíaj tzibur (officiant). The discussion revolves around two axes:
a) is There individual obligation of Musaf if there is no minyan?
(b) If yes there is a minyanwhat the individual can meet hearing the officiant (and to be exempt from speak for yourself)? The gemara in Berachot 30a–b clarifies these points, and sets the framework halachic.
3) Reading talmudic (Berachot 30a–b)
The Gemara he explains that the apparent overlap between the “Tanna Kamma” (the Wise men) and R. Yehuda is resolved as well:
- Case 1 – No ḥéver go:

4) Coding in the Poskim
Rambam
Mishné Torah, Hilchot Tefillah describes the structure and the status of the tefillah community, including the principle that the officiant can get out of obligation (motzí) to those who hear them with the proper intention. This part of the exemption when there is ḥéver go.
Shulchan Aruch
The normative practice consolidated is that each individual pray Mussaf, and the officiant repeats (when there is a repetition), but you can met hearing the shelíaj tzibur if you have the intention to leave and if the community keeps that format. See Orach Jaím 591 (order of the Mussaf) and translation/compendiums, says: “Every individual is obliged to Musaf”, except in the case of support legally in the officiating.
The halachah follow R. Yehuda in the name of REbA (Berachot 30b):
— Without a minyan: the individual yes you must pray Mussaf for your account.
— With minyan: the individual you can meet through the officiant (if you have kavaná exit.) The common approach is that like each one says the Amidá silent Mussaf, and no depend on the officiant, unless is necessary.
5) practical Implications
- Place without a minyan (travel, isolated area):
— Required to pray Mussaf individually. Time: “all day” (preferential until seventh hour according to R. Yehuda), but the sooner the better. - Place with minyan:
— Option A (general custom): pray Mussaf single (silent) and then listen to the repeat.
— Option B (classic halachic): intention to leave with the officiant (especially for the one who does not pray), and responding correctly. - Conflict of priorities (Minchah vs. Musaf late):
— The suguiá is also schedules related; there are rules about what to say first if you accumulate tefilot (in general, Minchah preceded by “most common”, even R. Yehuda holds a different view). - Liturgical form of Musaf:
— Structure 7 blessings with Kedushat haYom and mention of the korbán musaf (matrix concept of the prayer).
6) Readings performing
- REbA stresses the community character of Musaf: is the tefillah that replicates the korbán musaf the Temple—service public—hence the emphasis in the ḥéver go. Listen the shelíaj tzibur works as a community act represents individuals.
- Jajamim expand accessibility: even without community, the individual obligation you can hold the prayer, while avoiding the Mussaf is subject to demographic conditions.
7) Conclusion halachic (synthesis “no turns”)
- Standard central: The halachah follow R. Yehuda in the name of REbA.
(a) Without a minyan: the individual must pray Mussaf.
(b) With minyan: you can out with the officiant, but the custom is that each pray Mussaf in silence and no depends on the officiant unless is necessary. - Time: Musaf you can say all day, with preference early; there are nuances on “until the seventh hour” in the opinion of R. Yehuda.
